Result 2: School – Environmental awareness activities

The proposed activities shall be fully detailed in the organisation and methodology of the tenderer.

· To identify with the Ministry of Education/UNRWA a list of 8 schools (pupils from grade 3rd to grade 6th). The list of potential beneficiaries should cover at least 500 pupils.

· To select a water-related movie (and ensure the diffusion rights) to be presented to pupils. The content should target the increase of knowledge on water cycle, desalinated water, right to water, hygiene …

· To organise a presentation and discussion on their water activities by representatives of CMWU/PWA.

· To design a drawing competition on the environmental issue (with a specific target on water issues) with the pupils and to select the 15 best drawings with a jury.

· To organise an activity with teachers and pupils per classroom (previously selected) to design a "Water booklet" based on the 15 drawings and water-related messages prepared by the pupils. The booklet will be printed and distributed to the pupils.

· To propose and distribute 15 "Winner gifts" to the winners of the competition during the visibility event.

· To provide an adequate electronic format of the 15 drawings for publishing on EUREP, PWA and CMWU website.

· To print the 4 of the best drawing (out of the 15 winners) on magnets with "Water-saving message" (To be selected in collaboration with EU and be delivered at EUREP office).

· To design and print stickers with a "self-responsibility message" (for example: 'proud people do not litter'). Five alternative design options and messages will be submitted to the EU with a rationale explaining the concept and the targeted population (for example 'private vehicles').

· Result 3: Media coverage

The contractor should secure high media coverage for the activities foreseen under R1 and R2. Press releases, interviews for the EU Representative, TV and radio coverage should be issued by the contractor along the implementation of the activities. The messages of all communication items will be developed with EUREP.

The coverage should entail the presence of: at least one TV crew and the production of at least two TV reports which should also be uploaded online and at least two Radio crew and the production of at least two radio reports which should also be uploaded online.

The contractor should be in a position to arrange for local media coverage. This would require the contractor to have existing strong networks with Palestinian media outlets and the readiness to provide coverage for all such events. At the proposal phase, the contractor should specify which local media outlet will carry out the TV coverage.

Press articles will have to be published in the Newspapers.

· Result 4: Visibility/Educational items

The contractor is requested to produce the visibility/educational items to be disseminated (to the invitees during the events, to the pupils during the school activities) in quantity as listed below.

For all activities, the Contractor must also comply with the latest Communication and Visibility Manual for EU External Actions concerning acknowledgement of EU financing of the project.

The reports under the contract have to be provided in English.

6. Subcontracting

Subcontracting is foreseen under this contract.

7. EXPERTS PROFILE or EXPERTISE REQUIRED

Key expert 1: Team Leader - Communication Expert- Category II – 24 working days

Key expert 2: Environment Expert -Category III – 14.5 working days

Note that civil servants and other staff of the public administration of the partner country, or of international/regional organisations based in the country, shall only be approved to work as experts if well justified. The justification should be submitted with the offer and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave.
