New conditions of public procurements in Ukraine

A new Law "On public procurement" came into force this spring in Ukraine. It became mandatory for Central bodies of Executive authorities and customers carrying out activities in sectors of the economy, substituting for them the Law "On public procurement", and from August 1, 2016, the Law "On public procurement" will be valid for all customer purchases.

Considering the high level of competitiveness of Polish manufacturers’ products on the Ukrainian market, the substantial increase in output of the Polish participants in the Ukrainian market of public procurement can be expected to in the nearest future, which will certainly benefit as of a Polish company. Thus, Polish companies will be able to expand significantly the market on the territory of Ukraine where public entities will have the opportunity to buy quality products at the most favorable market conditions.

This Law applies if the value of the subject procurement for goods or services equal to or greater than 200 thousand UAH.

The new law "On public procurement” has significant differences in comparison with the previous edition, particularly in the requirements of the tender documentation in favor of foreign companies, introduced significant institutional changes in the procedure itself, which takes place exclusively through an electronic procurement system that ensures transparency of public procurement, their appeal makes it impossible to abuse and manipulation.

Undoubtedly, the introduction of e-procurement systems and electronic review system will enhance the level of competition in public procurement and reduce corruption. Translation of procurement in electronic format will ensure the rapid exchange of documents and information, the disclosure of all bids after the auction in a public auction.

Thus, the market of public procurement system in Ukraine today is exclusively perspective for participation of foreign companies in the procurement, which can finally create a proper competition to the Ukrainian manufacturers in terms of transparent, effective and fair procurement procedures.

Private Sector Needs. Vocational Training of Population

A large number of European countries sees the need for change and adaptation of teachers to the new demands and needs of the labour market. Anna Zalevskaya, the Minister of national education has expressed an initiative to amend the economic development plan of Poland for innovations in vocational education Walbrzyska Special Economic Zone. The new model will be created based on public debate, which would involve not only the Director and teachers, but also trade unions, parents and the students themselves.

Much attention will be focused on three stages of learning that require adjustments: primary, secondary and vocational training. Adaptation of training to real needs of private sector is the main goal of the Education Cluster "INVEST in EDU", which is Walbrzyska Special Economic Zone.

Currently with the Education Cluster "INVEST in EDU" due to 76 subjects, mainly vocational and technical institutions and investors operating in the zone.

The establishment of the following classes is announced this year: tailor, locksmith, mechanic, operator of machines for plastics processing, etc. Learning process will be aimed at creating the preconditions for the law, which will be commissioned in 2017. A new formula concerning technical and vocational education will be presented at a special event in Walbrzyska Special Economic Zone.
