The Centre for Innovation and Business Development (CIDEM) is an autonomous body of the Catalan Government's Ministry of Employment and Industry.

CIDEM has reoriented its work from the direct managing of a network to develop a complex system which currently includes 9 business angel Networks, activities and resources related with investors and entrepreneurs, as monthly meetings or the XII Fтrum d’Inversiу 2006 (600 attendants), Venture Capital Funds (3 operative) and financing products such as Tecnoavals (guarantees provided to entrepreneurs in order to obtain credit loans until 150.000 Ђ) or the Capital Concepte loan (participatory loans until 100.000 Ђ for new technology-based firms)

CIDEM pays networks operating within the region depending on the amount of investment reached (3% of total investment) with a ceiling of Ђ40.000.
